The energy consumption of existing buildings must be significantly reduced through comprehensive retrofitting of the building envelope. For the most part, this can only be done gradually. The technologies to achieve the goal of a climate-neutral building stock by 2045 in Germany and 2050 in Europe are already available and the technological developments will be an additional driver. The EPBD has to provide the legal framework to achieve these ambitious goals.
