Late December 2019, Chinese authorities published a second draft of the People’s Republic’s export controls law. The revision is now more closely aligned with internationally established export controls standards. Nevertheless, there is still room for improvement. Among other things, legal terms need to be clarified. The planned expert mechanism also needs to be further specified. Official responsibilities in export control also should be more precise. Otherwise, the law threatens to damage trade and investment relations.
